In big fights yes, they are rarely used and for good reason, in small scale fights however they are more widely used. They are heavier than frigs and faster than BS so they can hold a target down until bigger ships can come and make the kill.
Cruisers are also very useful for fast paced raids, a few inties and a few cruisers, some with EW and some with firepower work very well, there is less risk than BS and you have plenty of firepower to take out battleships. While they are far from useless cruisers would still benefit from more speed and agility. They don't need to be any stronger or have more cap but they are a bit too slow and sluggish.
Battlecruisers really are big cruisers and really, they aren't that much bigger, they just have more slots. It would be nice to be able to fit a "small" BS sized weapon or two and they they could stand to be a bit tougher (more cap/hps,) even if it came at the cost of speed.
For a highly skilled character cruisers and battlecruisers can be very fun, T2 guns and better navigation and engineering skills help you get the most out of the ship. So, while you are right and cruisers aren't really that great for large scale PvP they are very valuable in other situations, situations where BS are impractical.
P.S.
Elite ships don't insure well because they are ELITE. It takes a large investment in both ISk and skill training to use them properly, it's an incentive for long-term players. If they insured for 100% they would be way too easy to use and loose so everyone would have them and if everyone has them they aren't very elite.
You will have problems in any ship solo against an interceptor, thats the point, they are supposed to intercept you and keep you there until something with bigger guns comes and kills you. The only real defence to an interceptor is an interceptor . If you are gonna be solo don't expect to survive in a cruiser or battleship, if its bigger than a frigate it can't avoid death so it needs support. When you are alone evasion is your best defence, frigates are really the only ships that can evade properly and that comes at the cost of hitpoints and firepower.
